New data on the number of IPP and DPP sentences that have been terminated

10 May 2025

I have written about the “stain” of the sentences of imprisonment and detention for public protection (IPPs and DPPs) many times now.

The changes brought in by the Victims and Prisoners Act 2024 were the most progressive attempts to reduce this stain since the sentence was abolished in 2012.

I recently asked for an update on the total number of licences that have now been terminated under the Freedom of Information Act 2000.

The answer is here.

As of the end of 2024, 2295 of these sentences had been terminated, of these 2201 related to those convicted as adults and 91 to those convicted as children.

There is still much to do but this is progress.  The total number of sentences imposed was 8711, so the terminations until the end of last year represent over a quarter of all IPP/DPP sentences.
